The corporation was formed in 1974 to service the lower Texas Gulf Coast with refined products; gasoline, diesel, and fuels for the fishing industry and small independent service stations. Our first refinery was located at the Port of Brownsville, Brownsville, Texas. This initial unit refined Algerian Condensate blended with a variety of Mexican and South Texas crude oils.
The corporation was purchased by Petraco UK, and Pertraco Bermuda and changed the name to PETRACO VALLEY OIL & REFINING Company. The new Directors prepared studies in cooperation with Brownsville Port Authority and Kerr McGee Engineering to expand the facility from 25,000 barrels per day to 125,000 barrels per day at costs in excess of 4 Billion United States Dollars. One must remember at this time oil prices were expected to reach $50 a barrel. The market collapsed and hit a low $ 10 per barrel, this made the economics fall apart and the project was put on hold.
